    人口老龄化与发展 FOREWORD In the Millennium Declaration, world leaders from 18g nations made the eradication of poverty and the realisation of human rights the overarching goals for development cooperation. Towards this end, the Declaration outlines a set of mutually reinforcing development goals, with time-bound targets, for progressively eradicating poverty. The Millennium Development Goals (MDGs), disaggregated .by age and sex, provide a focus for meeting the basic needs of older persons, especially the poor. Many older persons living in developing countries are below the poverty line. Hence meeting the MDG target of reducing by half the proportion of persons living in extreme poverty in 2015 requires that poverty reduction strategies, through multi-sectoral programmes, must increase their focus on the poorest and most vulnerable older persons. The number and proportion of older persons is increasing at a faster rate than any other age group in the population. Today, one out of every ten persons in the world is aged 6o or over. By 2020, the corresponding figure will be about one out of every eight. Two thirds of all older per- sons live in developing countries numbering in 2002 some 400 million persons.
